You can do the exact same thing in Solid Edge using the Extrude command with the Cut option and setting the cut side to the outside (defaults to inside for a closed sketch).

It is picking the Regions to extrude, so select inside your rectangle rather than on it as you are grabbing the region outside of your rectangle.

If you are talking about docking it to the EdgeBar like the one in 2022, you can no longer do that. As Matt mentioned it can now be "magnetically" positioned around the perimeter and corners of the graphics window only.
