I can give you a data point for SW 2023 SP5. We have a few legacy projects that put everything on one drawing. One of them is 47 pages, 1320 components and 300Mb. Solidworks is only using 4.5 GB of RAM. The only performance issue is opening time and that's a few minutes at most.

The files may be stuck in an initial state where they've been added to the vault but not checked in initially. Depending on the way the admin set up file visibility, you may not be able to see the new files without logging in as admin.

A quick hack to restart the PDM process that I've used before is to:
1. Kill the EdmServer.exe task in the task manager
2. Select the Explorer.exe process and restart it
This is similar to logging out of your windows account and then back in.
