I had the same intermittent problem with SW2022. I never found a cause, but it was very frustrating. I never bothered reaching out to my VAR about it, mostly because it was difficult to repeat.

jcapriotti that works for making the ballons have the same item numbers as the table on the 1st sheet, but BOM's on other sheets will still have different item numbers. I don't believe I've tried it in this particular situation, but I don't doubt that it works. I have occasionally seen Part settings override those in Drawings, and the only way to fix the Drawing was to edit the Part properties.

In this case the drawing would prioritize the cut list property, and the notes showed the value for the last active configuration for all configurations. If you will set relations to show when you're working with an active sketch then ones with problems will be red or yellow instead of green, which will indicate a problem.

I'd keep it simple, and edit the Parts inside the Assembly, so you'd use Part features (probably Extruded Cut or Hole Wizard) instead of Assembly features. You could use external references to align the holes.
