Yep. This is literally the worst thing about SW. The way it handles drawings. I ALWAYS use HLR views on my drawings. (Unless there is a very specific and/or compelling reason). You could certainly try, but I have my doubts. SW didn't support Win10 until SW2015 sp 5.0, if I remember correctly.

The arc is automatically tangent to the first line, but I'm able to get the other one tangent also. If you can't I suspect one of the options at Tools > Options > System Options > Sketch > Relations/Snaps isn't checked.

For me it depends on the situation. If I just need one then I move my cursor back to the end of the straight line, like shown in the video @Frederick_Law posted. If I want multiple fillets, and especially if I want them equal, I use the sketch fillet tool.

I prefer using the "Link to Property" icon. That way I don't have to worry about getting the syntax correct.

I've also seen it a number of times, but never found a cause. A Ctrl+Q rebuild will occasionally fix it, but when that doesn't work I can usually fix it by copying and pasting the sheet, then deleting the original one.
