jcapriotti that works for making the ballons have the same item numbers as the table on the 1st sheet, but BOM's on other sheets will still have different item numbers. AS you probably know, BOM's are linked to a specific configuration. In the situation you described I would recommend hiding components in display states instead of suppressing them in configurations. In this case the drawing would prioritize the cut list property, and the notes showed the value for the last active configuration for all configurations. Deleting the cut list property fixed the problem.

I'd keep it simple, and edit the Parts inside the Assembly, so you'd use Part features (probably Extruded Cut or Hole Wizard) instead of Assembly features. You could use external references to align the holes.

I wish I could help, but I've created hundreds of drawings in the last 14 years and I've never seen notes move when changing the sheet scale until the one you just posted. However, I don't use blocks either, so that may be it.
