"Fractionner" looks like the Split feature. Maybe you don't have the requirements for that feature. Looks like you have the surfacing toolbar up. Do you have a solid body in your model? If not, that function won't be available.

If this were some general IT site, CAD might be seen as a subset of 3dx, but since this is primarily a CAD users site, we tend to see 3dx (and its bretheren platform/portfolio Xcelerator) as a consequence of CAD. I can't put 3dx higher in the hierarchy unless we get a lot of that type of people here...

You can save the splitting surface body as a library, and then use the Intersect feature to split the body and keep both solid bodies. Solid Edge has Tangent Continuous (which is essentially constant radius, I think) and Curvature Continuous (which is more of a spline profile than a single radius arc).

Your last sentence is likely the answer. 3d sketches are odd. The dashed line is just showing the endpoint of the line is lined up with the origin. Point On is a relationship. I don't think theres a problem. What's your question?

Just make the cut from the sketch you show in the first images you posted, and use the depth of cut to determine how far down the side the cut goes. If I understand you correctly, you would get the part into a flattened state, and then cut it there, same as the manufacturing process. You can cut with 3D sketches, but that's more complex than it needs to be. If you need something more specific, post a model or make a visual of what you're trying ...

I'm not familiar with the details of how that program works, but you have a doubly closed profile. If you can't select regions to extrude, then just extrude the outer shape first, then subtract the inner shapes.
