JT as ISO Standard

JT as ISO Standard

So, I see that ISO 14306:2017 has been reconfirmed for 2023. But I am confused why this standard is still based on the JT version released in 2012 (JT version 9.5). What's the point of that when JT is at 10.5 (I think)? Does anyone have any history on JT and how it became an ISO standard? I know there is Wikipedia but that is a bit difficult to understand. Hoping someone might have more insight.
